Candidates for Arbitration Board

Ignacio Esteban Avendaño

Please introduce yourself

I am 30 years old, and I am an active lawyer specialised in digital law (data protection, AI, social media, cybersecurity and IT) working at a law firm in Madrid, Spain. I have been involved in JEF since I was 18 years old and have always been an active JEF member. I have held executive positions at both regional and national level in Spain including President of JEF Spain and International Officer of JEF Spain. At the last JEF European Congress in Madrid, I was elected to be part of the Arbitration Board, where I have contributed to the discussions in the Arbitration Board and offered all my knowledge and expertise obtained from more than 10 years in JEF and from working in the legal sector.

What is your motivation for the role?

During my current mandate, I have witnessed firsthand the importance of institutional memory and continuity. The Arbitration Board has addressed significant queries requiring deep knowledge of our organisation and precedents, but at the same time, calling for the interpreting the rules in a future-proof way so that they do not only address the specific conflict as presented by the Executive Board or other JEF members but serve as a precedent for similar cases.
As a practising lawyer, I bring a rigorous legal framework to our deliberations. My daily work has taught me to analyse complex situations objectively, interpret rules carefully, and provide sound reasoning, which is exactly what the Arbitration Board needs when settling conflicts and interpreting JEF’s Statutes.
If re-elected, I am committed to maintaining the Arbitration Board’s independence and impartiality, ensuring every case is approached without bias and every interpretation grounded in our statutory framework. I will continue bringing fresh perspectives shaped by my experience, helping JEF face contemporary challenges whilst staying true to our core values.

What is your vision for the future of JEF?

If re-elected, I will personally make sure we create a repository of Arbitration Board opinions that everyone in JEF can access and use.
We talked about this a lot during the last mandate. Having past decisions and interpretations available helps with transparency, keeps our work consistent, and preserves institutional knowledge. It means sections can check what we’ve decided before, we apply the Statutes the same way every time, and people trust JEF more.
We encountered technical problems with the email and distribution groups and could not get it done. I will personally take charge of this project to find a solution that actually works and make sure the repository is easy to use and kept up to date. I will also coordinate with past officers and Arbitration Board members to try to record past opinions.
A good repository will help JEF for years, giving future boards the information they need and letting our organisation learn from what we’ve done before.

Mariasophia Falcone

Please introduce yourself

I am an academic and researcher in applied linguistics. I have been a member of JEF for over ten years, actively contributing at both national and European levels. At the European level, I served as PC Chair, and more recently, from 2023 to 2025, I have also been a member of the AB. Within JEF Italy, I held the position of International Officer, fostering cooperation among sections and representing the organization abroad.

What is your motivation for the role?

Given my decade-long experience in the organization and having served on the AB from 2023 to 2025, I have developed a deep understanding of its crucial role in ensuring fairness and integrity within JEF. The position requires not only knowledge of the Statutes and their application but also sensitivity to JEF’s political culture and internal dynamics. Over the past years, I have gained precisely this perspective. I am therefore motivated to continue contributing to this important work.

What is your vision for the future of JEF?

In the next two years, I believe JEF’s priority should be to strengthen its work at the pan-European level, ensuring that it functions as a truly European movement, not merely as the sum of its national sections. At the same time, JEF should continue to be a bold political actor: not simply defending the status quo but advancing our federalist vision with renewed energy and ambition. We must strengthen our capacity for political action, so that JEF remains at the forefront of shaping the Europe we want.

Tobias von Gostomski

Please introduce yourself

My name is Tobias von Gostomski and I’m a member of JEF Germany. I have an academic background in law with an additional qualification in out-of-court mediation and work as a parliamentary assistant in a state parliament, directly involved in drafting legislation – a task requiring precision, legal reasoning and integrity, qualities equally essential for a member of the AB.
I joined JEF after the Brexit referendum in 2016 and have since been active on all levels: from my local university section to two terms as regional president, chair of the national federal committee, and finally International Officer of JEF Germany (2022–2024). In this last role, I gained deep insight into JEF Europe’s structures, statutes and procedures.
Since JEF Germany’s 2024 Congress I have held no elected position, enabling me to approach statutory questions with full independence – a crucial prerequisite for impartial work in the AB.
Over the years, I developed a strong enthusiasm for statutory matters: I drafted new statutes for my regional section, still in force today, and regularly proposed amendments at national congresses to strengthen our statutory basis. I see JEF as a community that thrives when its rules are fair, transparent and applied consistently.

What is your motivation for the role?

Running for the AB combines several of my long-standing interests in JEF: safeguarding our statutes, strengthening trust in internal processes, and ensuring that rules guarantee fairness rather than hinder participation. With my legal and practical experience, I am motivated to contribute to a body that stands for neutrality, integrity and respect.
I view the AB not only as a body resolving disputes, but as the guardian of JEF’s constitutional backbone. Sound and transparent procedures are vital for any democratic organisation, and the AB guarantees the coherent and impartial interpretation of JEF Europe’s statutes, rules of procedure and code of conduct.
If elected, I would prioritise three goals:
1. Clarity and accessibility – reasoned and comprehensible decisions that serve as guidance.
2. Fair and early conflict resolution – fostering mediation before escalation.
3. Trust and confidentiality – impartial, discreet and independent work.
With nearly a decade of JEF experience, a solid legal background and full independence, I am ready to serve conscientiously and help ensure that the AB remains a guarantor of due process, fairness and the European spirit that defines JEF.

Kati Systä

Please introduce yourself

I have been an active JEFer since 2017, serving in various national and international roles, including as a board member of JEF Finland in 2020, a directly elected Federal Committee member 2021–2023, and a member of the Executive Board 2023–2025. Beyond JEF, I have been engaged in several movements, including the Finnish student movement, party-political activism, and advocacy for environmental protection and climate issues, women’s rights (such as the consent-based definition of rape), and LGBTIQ+ rights.

My academic background is in international law, with a focus on human rights and international criminal law. This expertise I believe would be valuable in the role I am applying for. Over the past 15 years, I have gained extensive leadership experience in youth organisations, which I wish to use in advancing our federalist cause through the Arbitration Board.

What is your motivation for the role?

My strong familiarity with JEF’s structures and statutory documents stems from years of involvement, including twice contributing to updates of the Code of Conduct and serving as a permanent contact person (2021–2023). In my current Executive Board mandate, I coordinated the drafting of JEF Europe’s new four-year strategy, ensuring all sections could contribute several times throughout the process.

This experience, along with my familiarity with JEF sections and European-level operations, equips me well to support and advise our network effectively in the Advisory Board. I have also contributed to founding and developing new organisations at local, national, and international levels, drafting statutes, and supporting governance processes. Additionally, I have experience in conflict resolution within volunteer-based organisations and have served in supervisory and employer-representative roles on several youth organisation boards. These skills are directly relevant to the AB’s work and seeing the impact of the conclusions on the practical work of the organisation.

What is your vision for the future of JEF?

I believe the political direction of JEF should be set by the Executive Board and Federal Committee. I see AB’s role as an advisory body and supporting function which ideally will help steering of the JEF ship by the other bodies. As the next mandate will end two years before the European elections, our focus should be on strengthening JEF organisationally and ensuring we have the tools, capacity, and unity to carry out impactful advocacy, engage youth on Europe and federalism, and create meaningful experiences for as many as possible.

Patrick L. von Wildenradt

Please introduce yourself

I’ve been part of JEF ever since 2017, and I’ve been active in JEF Europe since 2018, and since the Congress in 2019 I’ve been part of the Auditor’s Committee and conducted the internal audits of JEF Europe. I have also taken part in almost all FC meetings and all Congresses ever since. Apart from that, I of course have taken part in numerous JEF events around all of Europe. Thus, I would like to call myself an experienced JEF’er with a lot of knowledge about the finances, processes and rules of JEF Europe.

Alongside my engagement in JEF Europe, I’ve held various local and national positions in JEF Denmark, such as national treasurer for four years and part of the presidency, and I’ve also organised multiple events, such as our Nordic summer camp. Furthermore, I was part of founding Young Europeans in the Nordics and Baltics (YENB).

I have a professional background as financial auditor and worked both as auditor and in a couple of ministries in Denmark and at the EU Commission. Currently I work as finance manager at the Danish Ministry of Resilience and Preparedness.

What is your motivation for the role?

I’m running for the Arbitration Board now for the first time, after having been part of the Auditor’s Committee for three terms since 2019, as I believe I would have a lot of knowledge and experience to contribute with there in new settings. I believe it’s important that knowledge and experience is shared among the bodies of JEF Europe, and I would like to contribute to that. Further, I believe that the knowledge about many of the issues etc. that I got to know about and investigate during my time as auditor for JEF Europe can be put to good use within the Arbitration Board. And then I of course think it would be also just be really interesting to help shaping JEF from within another body of the organisation. Lastly, I think it will be very beneficial for the Arbitration Board to have a member with knowledge of financial rules and procedures.

What is your vision for the future of JEF?

We need a JEF where everyone feels heard, respected and, to the extent possible, consulted – and the internal rules set the foundation for that. As part of the Arbitration Board, I want to help ensure that and helt develop the internal rules in a even better way.

On a more political note, I believe JEF needs to have a strong voice on matters related to Security/Defense, Enlargement and Rule of Law – and of course be the young, federalistic voice in these matters. I would especially like us, in JEF, to work more specifically on strengthening our internal network across the sections and our coherence, as I really feel that is what is currently lacking in JEF.

Robin R. Mudry

Please introduce yourself

My JEF journey started over a decade ago with the JEF student section in the small Bavarian university town of Eichstätt. It later led me to become President of JEF Bavaria for two consecutive mandates. After I moved to the Czech Republic, I got involved in the Czech-German partnerships existing within the federalist movement. Finally, I was elected to the Executive Board of JEF Europe in 2021 and had the honour to serve as our organisation’s Treasurer. In the now almost achieved mandate, I was a member of the Federal Committee Presidium.
Aside from JEF, I am a political scientist, philosopher and art historian by training, currently preparing my PhD thesis project on the topic of “Aesthetics and Resistance”.
My passions include federalist thought and its present and future forms.

What is your motivation for the role?

The rule of law is one of the core principles JEF Europe has always been advocating for. While it is key for the proper and democratic functioning of the EU and its Member States, it is also of prime importance for our internal procedures and organisation.
In this context, it is essential for the AB to be a hundred per cent impartial and solely bound by the Statutes and the Rules of Procedure of JEF Europe.
Moreover, past AB rulings and hesitations within the network have shown that the Statutes of JEF Europe are not entirely clear on some questions, leaving recurring room for competing interpretations and misunderstandings. Therefore, one of my prioprities would be to work with the entire AB on a set of non-binding recommendations for how to improve our Statutes with potential amendments and clarificatory clauses to be presented to the future EB and FC within the next mandate.

What is your vision for the future of JEF?

JEF Europe needs to firmly assert our core federalist positions, including a clear commitment to a federal Europe, open borders and human rights.
With this, it will also be capable to become a strong voice for world peace, a champion for democracy and equality throughout our continent and beyond as well as an invaluable ally for our friends and partners in other movements.

Julianne Vella

Please introduce yourself

Hi! My name is Julianne, I am 22 years old, and I have been active in JEF for the past 6 years on both a national and European level. Throughout various roles in JEF Malta, ranging from President to Public Relations Officer, and as a Directly Elected FC Member in JEF Europe I have had the pleasure to participate in a wide range of initiatives and learn about all things JEF. I have had the opportunity to connect with empowered JEFers during seminars and events as well as organise and manage, across all stages of the project lifecycle, projects funded by the European Union that aim to bring youth closer to our Union by promoting civic engagement, sustainability and EU awareness (‘Our Sustainable Europe’, ‘Your Voice, Your Europe’). Within the network, I was also honoured to have organised and led Malta Spring FC 2023 on a national level, an experience which remains a highlight of my time in JEF.

Now based in Dublin, I am also a member of JEF Ireland, where I am enjoying getting involved with the section’s activities and connecting with other young Europeans passionate about shaping the future of our Union. Being part of JEF Ireland allows me to continue contributing to the JEF spirit and values in a new national context while staying engaged with the wider European network.

Beyond JEF, I am currently reading for an MSc in Politics and Data Science at University College Dublin after having completed a BSc in Statistics and Operations Research and Computing Science (which I will formally be graduating in during Congress weekend). Throughout the years, I have also had the honour to participate in initiatives that aim to create a working world that is more youth driven, in areas ranging from EU Careers to nuclear disarmament. I have contributed to mentorship programmes and conferences on gender equality and female empowerment in STEM. I have also worked with the European Personnel Selection Office to bring students and young people closer to the EU and EU Careers as well as the United Nations, on a multilateral level, in nuclear disarmament for a safer, peaceful world. Throughout these experiences, I developed a strong appreciation for good governance, accountability, and the value of structured, transparent management in youth organisations.

What is your motivation for the role?

My academic and organisational experience has taught me that associations grow stronger when they combine passion and enthusiasm with structured oversight and management. I believe that accountability and integrity are the backbone of any credible organisation – especially one like JEF that advocates for European values including democracy and transparency. I look forward to contributing to a role that is not just technical but acts as the guardian of trust, ensuring that JEF remains credible and responsible.
In my leadership and project management experience within JEF Malta and European initiatives, I have observed first-hand how governance processes, financial management, and procedural rigor must go hand in hand with activism and vision. I aim to ensure that JEF Europe’s internal governance and finances are managed responsibly, efficiently, and in line with our statutes. I see the role not just as an inspection duty but as a constructive contribution to JEF’s institutional strength, helping the organisation operate in a transparent and sustainable way so that JEFers can drive meaningful change with confidence.
My formal training at the intersection of STEM and Political Science has equipped me with a mindset grounded in evidence, metrics, and critical assessment. I look forward to applying my numerical and analytical skills to support the verification of the organisation’s accounts and finances, conduct risk assessments to identify potential impacts on governance and procedures, and engage effectively with relevant stakeholders. In doing so, I aim to foster a strong, coordinated working relationship between the Auditors’ Committee and the Federal Committee for the overall benefit of JEF.
At the same time, I am committed to promoting a culture of financial literacy and internal audit awareness across JEF’s sections and structures—ensuring that the audit function is viewed not as adversarial, but as constructive, preventive, and ultimately strengthening. Throughout this work, I will operate with full independence to uphold the role’s duty of impartiality.
To keep alight the flame of our organization’s 52 years of efforts toward a more united and democratic Europe, and to defend the European values of democracy, transparency, and subsidiarity, we must first embody them within our own organization. JEF’s value and impact as a pan-European youth movement depends as much on what we stand for, as on how we operate.

What is your vision for the future of JEF?

In the coming years, we must ensure that JEF remains simply a generation ahead by continuously adapting, innovating, and strengthening our unity in diversity to benefit all members regardless of socio-economic background, gender identity, sexuality, or beliefs. My vision for JEF is of a strong, transparent, and future-oriented movement that leads by example: one that upholds democracy, European unity, and accountability not only in its advocacy but also within its own structures. I aspire to see JEF continue growing as a well-governed, data-driven, and inclusive organisation that empowers young Europeans through both activism and sound governance. By reinforcing our internal accountability, we strengthen our external legitimacy, and that is how JEF can remain a leading voice for a more democratic and united Europe.

What should be the Political Commissions and Task Forces / Working Groups for the mandate 2025-2027 and why?

Given my practical experience in machine learning and data science, I believe it is crucial for JEF to establish a Task Force on Artificial Intelligence and Emerging Technologies. This group should focus on developing policies related to generative AI, ethical technology use, and the creation of an AI Toolkit that can guide JEF’s approach to digital innovation and governance. Moreover, the task force should address the pressing challenge of misinformation and disinformation, both online and offline, by promoting digital literacy, fact-checking initiatives, and cross-border collaboration to strengthen democratic resilience.

In addition, I see great potential in creating a dedicated space that builds upon the meaningful work initiated by the Federal Peace Forum (FPF). Such a platform would ensure the continuation and expansion of youth-led initiatives for peace, fostering dialogue, mutual understanding, and sustainable solutions in line with JEF’s commitment to European unity and democracy. By empowering young people to take ownership of peacebuilding processes, we can ensure that FPF’s vision continues to thrive and deliver tangible, positive change across Europe.

Pierre Louwerse

Please introduce yourself

My name is Pierre, former finance officer of the secretariat in 2023-2024 and current member of the audit committee. I hold an MSc in Management and a Master’s degree in finance and have nearly 10 years of experience in various financial roles (accounting, controlling, finance management), both in France and for the past 5 years in Brussels, where I now live. I currently manage the finances of a European political party, not far from the JEF office.

What is your motivation for the role?

I want to continue contributing in my own way to the future of the JEF Europe and participate to the advent of a federal Europe that will defend the interests and values of Europeans in the 21st century and beyond. I am also interested in the financial management of nonprofit orgs in general and in finding solutions to help them achieve their objectives.

What is your vision for the future of JEF?

I would like to humbly share my vision, not for the future of JEF in general, but rather with regard to my candidacy in particular: the viability of the association for the coming years and the contribution of the audit committee to this mission.
I’d like to emphasize two points in particular, which I believe are the two main risks to be mitigated for the future:

-Funding: JEF Europe is structurally underfunded and must regain the necessary room for maneuver by rebuilding adequate working capital.

-Compliance with regulations: The association’s activities are very complex in regulatory terms, that’s why I believe it is very important to work on preserving the experience gained in this area and creating a knowledge base that will enable JEF Europe to build and develop its expertise in this area in a sustainable manner.

With regard to how the audit committee could further improve its work, if elected, I would like to contribute to implementing the following two changes:

-Completing annual work before the accounts are closed. It is important that the audit committee’s work, at least for the accounting part, takes place before the accounts are closed, in order to help correct potential errors rather than finding ourselves in a purely reactive position.

-Establish a more formal and regular channel of communication between the FC and the audit committee to contribute to ongoing information sharing and transparency between the various bodies of JEF on financial matters.

What should be the Political Commissions and Task Forces / Working Groups for the mandate 2025-2027 and why?

If motivated individuals wish to set up a fundraising task force, this would be invaluable to the organisation.
