How can we govern Artificial Intelligence in an increasingly fragmented world? And what role can young people play in shaping its future?
On 4 November, the Center for United Nations Constitutional Research (CUNCR) is organising the First Global Town Hall: “Governing AI in a Fragmented World – Beyond Brussels, Beijing and Washington: Can the UN Bridge the Gap?”, bringing together international experts, policymakers, civil society representatives and young people for a global conversation on AI governance.
With regulatory approaches developing across Europe, China, the United States and beyond, AI governance is becoming increasingly fragmented. Yet AI technologies operate across borders, creating shared challenges around accountability, democratic oversight, fundamental rights and international cooperation.
The event will explore how the United Nations and international law can help bridge these differences and promote more inclusive global AI governance.
Bringing Global Perspectives Together
The Town Hall will feature contributions from leading international experts and policymakers, including:
- Professor Stuart Russell, University of California, Berkeley
- Ivone Soares, Member of Parliament, Mozambique
- Brando Benifei, Member of the European Parliament
- Dr. YAO Xu, Secretary-General of the Center for Global AI Innovative Governance and Associate Professor at Fudan University
- Professor Melahat Bilge Demirköz, Member of the Independent International Scientific Panel on AI
The discussion will connect perspectives from governments, frontier AI companies, academia, NGOs and young researchers across different regions of the world.
Young AI Ambassadors Meet the AI Agents
A special session, “Young AI Ambassadors Meet the AI Agents – Planetary AI Parliament · Session Zero,” will create space for dialogue between young people, experts and AI agents.
The session will explore how emerging technologies could reshape global decision-making and how young people can meaningfully participate in discussions about AI governance.
The initiative also introduces Young AI Ambassadors (YAIA), a new youth platform inspired by CUNCR, which aims to empower young people to engage with international law, AI governance and global policymaking.
Join the Discussion
The event will be in Brussels and online so that people from across Europe and indeed the world can take part in the discussion.
