Call for Participants – JEF Europe XXVIII European Congress

JEF Europe and JEF Strasbourg are launching the call for participants for the JEF Europe XXVIII European Congress which will take place in Strasbourg, France from the 14th to 16th November 2025 (with pre-congress starting from the 13th November).

Practical Information

Applications:

• Full member sections must submit their list of delegates for the Congress as well as for the outgoing Federal Committee Meeting (which takes place on Friday 14th November) and the incoming Federal Committee Meeting (which takes place on Sunday 16th November), by 12th October 2025. The form for this will be published here and sent by email to all sections when the final decision for the distribution of delegates is known.
  • You can find the (preliminary, non final) number of delegates allocated to each section here.
• All individuals (Delegates selected by sections, directly elected FC members, EB members, AC members, AB members, Observers, JEF Europe Secretariat) must register using the individual registration form here by the 12th of October 2025.
• All individuals who will be attending the incoming and/or outgoing FC’s must also register using this separate form by 12th of October 2025.
  • N.B. for incoming FC this mainly concerns sections’ national delegates who will know that they will have voting rights before the congress. If you are running for the Federal Committee, please prepare to attend the incoming FC.

Participation Fee:

Participation fees are to be paid by bank transfer, and are as follows:

• €80 for OBSERVERS (staying 2 nights – Friday & Saturday night): to be paid by bank transfer AFTER CONFIRMATION by JEF Europe’s Secretariat 
• €55 for those with an OFFICIAL POSITION IN JEF EUROPE or NATIONAL DELEGATES ATTENDING THE CONGRESS staying 2 nights – Friday & Saturday night. 
• €70 for those with an OFFICIAL POSITION IN JEF EUROPE or NATIONAL DELEGATES ATTENDING THE OUTGOING FC, CONGRESS AND/OR INCOMING FC staying 3 nights – Thursday, Friday & Saturday night. 
• €30 for participants who don’t need accommodation

• Participation fees of all participants should arrive by 19th October 2025. Once you pay, please send a proof of payment to invoices@jef.eu.

• If you have an OFFICIAL POSITION IN JEF EUROPE or are a NATIONAL DELEGATE (Make 100% sure to confirm this with your section), your participation is automatically confirmed and you do not need to wait for our confirmation to send your participation fee.

• Please make sure to note that the Outgoing Federal Committee meeting starts at 9:00AM on 14th November, the European Congress starts at 2:30PM on 14th November, and the Incoming Federal Committee meetings ends at around 3:00PM on 16th November. It’s very important to attend from the beginning of ALL these meetings for quorum reasons.
• Please book your flights ONLY after receiving the official confirmation from the Secretariat, unless you have an OFFICIAL POSITION IN JEF EUROPE or are a NATIONAL DELEGATE (Make sure to 100% confirm this with your section). In this case, and only in this case, you can book your flights immediately. In other cases, booking flights before confirmation will not be a guarantee of your confirmed participation.
• OBSERVERS from JEF CANDIDATE SECTIONS may apply as well. Should the section be officially recognised during the Congress, this section has the right to 1 DELEGATE, meaning that all current candidate sections should select his/her representative in advance (Statutes (Article 20, sub-article b (iv) (iv)).
• The Congress will be held in English. 
• If a visa is required for your travel to France and you require signed proof from JEF Europe that you will be attending the event, please email Jan-Gert Zevenbergen at jan-gert.zevenbergen@jef.eu. 

JEF Strasbourg congress Pre-Programs 

Before and besides the Congress statutory program, a series of activities is organised by JEF Strasbourg and JEF Oberrhein. Observers, Congress delegates and those with an official position in JEF Europe are open to take part in one of the following. Please keep in mind that observers will only have their night at the hostel covered from Friday 14th November onwards. If willing to attend part or all the pre-program, observers are invited to book their own accommodation for the previous days. A dedicated form will be sent attached to the email confirming your participation in the congress.

Pre-program activities : 

• Thursday, 13th November : 
  • Workshops : how to implement crossborder activities in our JEF actions ? (10 am – 5 pm) Open for Congress delegates, EB/FC Members and observers
  • Guided tour : Discover Strasbourg under the framework of the European institutions (10 am – 12 am ; 2 pm – 4 pm) Open for Congress delegates, EB/FC Members and observers
  • (provisional) : Shooting a renewed videoclip for Europe United (4 pm) Open for Congress delegates, EB/FC Members and observers

• Friday 14th November : 
  • Franco-German Simulation of the European Parliament : observe and learn how to sensitize young people to European citizenship (9 am – 5 pm) Open for observers only
